Results of NCCIR meeting dated 26 December 2017

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 26 positions. The Commission issued five licenses for operating in telecommunications sector and two licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on December 26, 2017.

According to the Commission’s decision, five operators and twenty one providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, thirteen economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector, four economic entities were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue five licenses for a term of 5 years:

  • for engineering maintenance and telecom networks operation to: LLC “STANISLAVBUDSERVISMONOLIT” in the territory of Otyniia township (Kolomyia Raion, Ivano-Frankivsk Oblast) and LLC “MANHOTELEKOM” in the territory of Kyiv city;
  • for the provision of fixed local telephony with the capacity on to 1.000 phone numbers with the right of engineering maintenance and networks operation, providing telecommunication channels to: LLC “LIAMBDA NET” in the territory of Kyiv city and PJSC “Berdianskbud” in the territory of Berdiansk city (Zaporizhzhia Oblast), with the inclusion of special conditions to the license concerning the implementation within six months from the date of issue of the relevant license the modernization of equipment;
  • for the provision of fixed local telephony with the capacity on to 10.000 phone numbers with the right of engineering maintenance and networks operation, providing telecommunication channels to: State Enterprise “Research and Production Association “Pavlohrad Chemical Plant” in the territory of Pavlohrad city (Dnipropetrovsk Oblast).

The Commission has adopted the decision to issue two licenses for the use of radio frequency resource of Ukraine to:

  • a sole proprietor Mahyra T.A. – for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Lviv Oblast;
  • LLC “NETVORK ONLAIN” – for radio link communication (radio link communication of fixed radio service) in the territory of Zakarpattia Oblast.

Also, NCCIR has issued nine licenses to economic entities for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) to:

  • a sole proprietor Puzanov V.L. in the territory of Poltava Oblast;
  • a sole proprietor Podkhaliuzin V.Ie. in the territory of Donetsk Oblast;
  • a sole proprietor Litvin N.S. in the territory of Vinnytsia Oblast;
  • Research, Development and Production LLC “SOLVER” within Poltava Oblast;
  • LLC “RADIO NETVORK” within Lviv Oblast;
  • PJSC “Ukrtelekom” in the territory of Kirovohrad Oblast;
  • Private Enterprise “Radionet” in the territory of Vinnytsia Oblast;
  • LLC “INZHENER SERVIS HRUP” within Mykolaiv Oblast;
  • LLC Research, Development and Production Enterprise “TENET” in the territory of Odesa and Mykolaiv Oblast.

Due to decrease in the number of regions, NCCIR has re-issued a license for radio link communication in Khmelnytskyi, Kharkiv and Sumy Oblast for PJSC “Kyivstar”.

By the same decision, the Commission has extended the validity of two licenses for the use of radio frequency resource of Ukraine to:

  • LLC “TERA - KOM” – for broadband radio access (a radio data transmission system using noise-shaped signal) from April 16, 2018 till April 15, 2023 in the territory of Volyn Oblast;
  • LLC “PRIORI - NET PLIUS” – for broadband radio access (a radio data transmission system using noise-shaped signal) and (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Cherkasy Oblast from April 10, 2018 till April 09, 2023.

In connection with the unreliability of the data in the documents submitted by the applicant for obtaining a license, PJSC “Poltava Mining and Processing Plant” was refused in issuance of license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Poltava Oblast.

In connection with the earlier adopted decision on the issuance of a license for a RF bandwidth that is declared and appeal of NCCIR decision dated 10 January 2017 No. 10 by LLC “SFERAMAKS”, a private enterprise “Tsyfrovi Komunikatsii” was refused in obtaining a license for an additional RF bandwidth for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Kirovohrad, Kherson and Mykolaiv Oblast.

According to the Commission’s decision, 58 new types of facilities were added to “The Register of REFs* and RC**”.

The information about seven types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the applications of LLC “Enterprise with 100% of foreign investments “ASBIS-Ukraina” and LLC “Radio Test Standart” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, NCCIR identified as possible the use of seven declared types of radio electronic facilities in the territory of Ukraine.
