Results of the NCCIR meeting dated 19 December 2017

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 19 positions. The Commission issued two licenses for operating in telecommunications sector, three licenses for the use of radiofrequency resource of Ukraine and 17 licenses for an additional RF bandwidth. These and the other decisions were adopted during the regular NCCIR meeting on December 19, 2017.

According to the Commission’s decision, seven operators and twelve providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, nineteen economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector (also according to the relevant applications), five economic entities were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue two licenses for a term of 5 years to:

  • Chetrauskas Ye.M. – for engineering maintenance and telecom networks operation in the territory of Novodonetske township (Donetsk Oblast);
  • LLC “NETASSIST” – for the provision of fixed local telephony with the capacity on to 10.000 phone numbers with the right of engineering maintenance and networks operation, providing telecommunication channels in the territory of Kyiv city.

Due to the change of business entity (State Enterprise “Boryspil International Airport”) place of residence, NCCIR has adopted the decision to re-issue the license for the provision of fixed local telephony with the capacity on to 10.000 phone numbers with the right of engineering maintenance and networks operation, providing telecommunication channels and the license for the provision of fixed local telephony (except for departmental objects) in the networks of dual purpose with the right to create its own network with the capacity of more than 1.000 phone numbers in the territory of Kyiv city and Kyiv Oblast.

The Commission has issued three licenses for the use of radio frequency resource of Ukraine to:

  • a sole proprietor Kyslytskyi V.M. – two licenses for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Chernihiv Oblast;
  • LLC “AHHARA” – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Kharkiv Oblast.

Also, NCCIR has issued 17 licenses for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) to:

  • LLC “POLTAVAINFOKOM” in the territory of Poltava Oblast;
  • LLC “IMK” in the territory of Kyiv Oblast and Kyiv city;
  • a sole proprietor Chabanov A.O. – within Mykolaiv Oblast;
  • a private enterprise “A.S.” – within Kherson Oblast;
  • a sole proprietor Severenchuk M.V. – in the territory of Poltava and Cherkasy Oblast;
  • a private enterprise TV and Broadcasting Studio “Impuls” within Vinnytsia Oblast;
  • a sole proprietor Chereda H.V. – in the territory of Sumy Oblast;
  • LLC “ISTEK UKRAINA” – in the territory of Poltava and Kharkiv Oblast;
  • a sole proprietor Yefimenko R.V. – in the territory of Kharkiv Oblast;
  • a private enterprise “EVRONET” – in the territory of Poltava Oblast;
  • LLC “INFONET TELEKOM” – within Khmelnytskyi Oblast;
  • a sole proprietor “Hetman V.B.” – in the territory of Mykolaiv Oblast;
  • LLC “OPTIKNET-NS” – in the territory of Poltava Oblast;
  • LLC “REALTELEKOM” – in the territory of Donetsk Oblast;
  • a private enterprise “AKB-MAISTER” – in the territory of Cherkasy Oblast;
  • LLC “TSENTRTELEKOM” – within Cherkasy Oblast.

NCCIR has extended the validity of four licenses for the use of radio frequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) to:

  • LLC “KomLain” – from April 08, 2018 till April 07, 2023 in the territory of Rivne Oblast;
  • LLC “SIM-TELEKOM” – from May 15, 2018 till May 14, 2023 in the territory of Sumy Oblast;
  • LLC “VAI-NET” – from April 08, 2018 till April 07, 2023 in the territory of Sumy Oblast;
  • a sole proprietor Pimonenko S.V. – from June 03, 2018 till June 02, 2023 within Sumy Oblast.

Due to the change of business entity (State Enterprise “Boryspil International Airport”) place of residence, the Commission has adopted the decision to re-issue three licenses for the use of radio frequency resource in the territory of Kyiv Oblast: for broadband radio access (a radio data transmission system using noise-shaped signal) with the period of validity till May 03, 2022; for digital trunked radio communication (trunked radio communication); and for digital trunked radio communication.

In connection with the failure to provide documents confirming the payment for extending the validity of a license for the use of radio frequency resource of Ukraine, in accordance with Part 3 of Article 33 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, paragraph 3 of the NCCIR decision dated October 31, 2017 No. 553 concerning the extension of validity of a license for the use of radio frequency resource of Ukraine to a sole proprietor Sivtsov Yu.V. was canceled.

Due to the failure to comply with the conditions of electromagnetic compatibility between radio electronic facilities (REFs)*, as specified in frequency plan of REF network that are declared, with the other REFs, a private enterprise “Tekhnichna kompaniia “Meha” was refused in issuance of the license for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kharkiv Oblast.

In connection with the unreliability of the data in the documents submitted by the applicant for obtaining a license, joint Ukrainian-German enterprise in the form of LLC “Infokom” was refused in issuance of license for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) and (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Lviv Oblast.

According to the licensee’s (LLC “AI.TI.EN.TI”) application, six licenses for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Vinnytsia, Kharkiv, Dnipropetrovsk, Donetsk and Lviv Oblast were revoked.

According to the Commission’s decision, 56 new types of facilities were added to “The Register of REFs and RC**”.

The information about 5 types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the applications of Subsidiary Enterprise with 100% of foreign investments “Ericsson”, LLC “MT Sudoservis”, LLC “Yunidata” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REF type, NCCIR identified as possible the use of seven declared types of radio electronic facilities in the territory of Ukraine.

Moreover, the Commission identified as impossible the use of hotspot in the territory of Ukraine – cnPilot (trade mark) Outdoor E501S (model) in RF bandwidth of 5.470-5.670 MHz for the construction of systems with the location of REF at points with certain geographic coordinates and transmitter power up to 200 mW, since in the specified REF an integrated antenna with gain factor of 13 dB is used, which won’t ensure the fulfillment of the conditions of the electromagnetic compatibility with other operating REFs.

NCCIR has adopted the decision to allocate the following number resource to:

  • LLC “KOSMONOVA” – the final destination signaling code of SS7 network in Kyiv city;
  • LLC “KOMPATEL UKRAINE” – the number resource with the capacity of 1.000 phone numbers and the final destination signaling code of SS7 network;
  • LLC “Kyivshchyna-Telekom” – the final destination signaling code of SS7 network in Obukhiv city (Kyiv Oblast).

NCCIR has re-issued four permits for the use of number resource to:

  • LLC “Kompaniia “Konfidentsiini telekomunikatsii Ukrainy” (in connection with obtaining a new license) – for the use of number resource with the capacity of 18.000 phone numbers and the permit for the use of the final destination signaling code of SS7 network in Kyiv city;
  • LLC “BAIT” (in connection with the renewal of the license) – for the use of number resource in the territory of Yavoriv Raion (Lviv Oblast) with the capacity of: 600 phone numbers in Yavoriv city; 500 phone numbers in Yavoriv-1 city; 400 phone numbers in Novoiavorivske city; 300 phone numbers in Krakovets township; 500 phone numbers in Shklo township; 200 phone numbers in Shklo-1 township; 200 phone numbers in Ivano-Frankove township; 100 phone numbers in Starychi village; 200 phone numbers in Nakonechne-II village; 200 phone numbers in Hlynytsi village; 100 phone numbers in Koty village; 100 phone numbers in Prylbychi village;
  • LLC “KOSMONOVA” – due to permits’ re-issuing on the withdrawn number resource, according to NCCIR decision, which is used by consumers – for the use of number resource with the capacity of 1.000 phone numbers in Kyiv city.
