Results of the NCCIR meeting dated 12 December 2017

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with five positions. The Commission issued two licenses for operating in telecommunications sector and six licenses for an additional RF bandwidth. These and the other decisions were adopted during the regular NCCIR meeting on December 12, 2017.

According to the Commission’s decision, three operators and two providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, nine economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue two licenses for engineering maintenance and telecom networks operation for a term of 5 years to:

  • a sole proprietor Beseda R.Iu. – in the territory of Chuhuiv city (Kharkiv Oblast);
  • a sole proprietor Veklynets O.V. – in the territory of Uzhhorod city (Zakarpattia Oblast).

Due to the change of business entity (Private Enterprise “TV Company Yuzhnyi”) place of residence, NCCIR has adopted the decision to re-issue the license for engineering maintenance and telecom networks operation in the territory of Yuzhne city and Sychavka village (Odesa Oblast).

The Commission has extended the validity of a license for a sole proprietor Yefimenko R.V. for engineering maintenance and telecom networks operation in the territory of Blyzniuky township (Kharkiv Oblast).

According to the relevant licensees’ applications, were revoked:

  • LLC “Avtomatychna telefonna stantsiia UB KHAES” – the license for the provision of fixed local telephony (except for departmental objects) in the networks of dual purpose with the right to create its own network with the capacity on to 1.000 phone numbers in the territory of Netishyn city (Khmelnytskyi Oblast);
  • PJSC “LUKOR” – the license for the provision of fixed local telephony (except for departmental objects) in the networks of dual purpose with the right to create its own network with the capacity of more than 1.000 phone numbers in the territory of Ivano-Frankivsk Oblast.

NCCIR has adopted the decision to issue six licenses for an additional RF bandwidth for a term of 5 years for:

  • the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) to: LLC “BIELNET” and a sole proprietor Popazov Yu.V. within Odesa Oblast; a sole proprietor Kostik Yu.I., LLC “TIMARKO IT” and LLC “HLODOS” within Mykolaiv Oblast;
  • the use of radio frequency resource for radio link communication (radio link communication of fixed radio service) – Broadcasting, Radiocommunications and Television Concern within Ivano-Frankivsk Oblast.

Upon the application of LLC “Khmelnytskinfokom”, the license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Zhytomyr Oblast was revoked.

In connection with the unreliability of the data in the documents submitted by the applicant for obtaining a license, LLC “VAI-NET” was refused in issuance of license for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Sumy Oblast.

According to the Commission’s decision, 54 new types of facilities were added to “The Register of REFs* and RC**”.

The information about 13 types of radio facilities was changed in “The Register of REFs and RC”.

NCCIR has adopted the decision (according to PJSC “Ukrtelekom” application) to allocate a common number 1600 for the organization of customized social oriented “directory assistance service of Prosecutor General’s Office of Ukraine” in the territory of Ukraine (owner of the services – Prosecutor General’s Office of Ukraine), and to issue required permit in accordance with the established procedure. The Commission recommends telecommunications operators that provide mobile communications services in the territory of Ukraine, to apply to NCCIR in accordance with the procedure as stipulated by Chapter 5 of the Regulation on the State Control of the Number Resource of the Public Telecommunications Network of Ukraine, in order to obtain this short number and required permits for the use of number resource.
