Results of the NCCIR meeting dated 05 December 2017

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 22 positions. The Commission issued two licenses for operating in telecommunications sector and six licenses for an additional RF bandwidth. These and the other decisions were adopted during the regular NCCIR meeting on December 05, 2017.

According to the Commission’s decision, two operators and twenty providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, 20 economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector (also according to the relevant applications), five economic entities were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue two licenses for a term of 5 years to:

  • LLC “Prosat”: a license for engineering maintenance and telecom networks operation in the territory of Kyiv, Boryspil, Brovary cities (Kyiv Oblast), Lviv, Mariupol city (Donetsk Oblast), Zaporizhzhia, Odesa, Zhytomyr, Vinnytsia, Mykolaiv, Kharkiv, Dnipro, Kryvyi Rih (Dnipropetrovsk Oblast);
  • LLC “AHAN SOFT”: a license for the provision of fixed local telephony with the capacity on to 1.000 subscriber numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Kyiv city.

The Commission has extended the validity of a license (according to the application of PJSC “UKRTRANSHAZ”) for the provision of fixed local telephony (except for departmental objects) in the networks of dual purpose with the right to create its own network capacity on to 1.000 phone numbers in the territory of Kyiv and Zhytomyr Oblast, Ivano-Frankivsk city and Ivano-Frankivsk Oblast from March 27, 2018 till March 26, 2023, with the inclusion of special conditions to the license – modernization of the equipment for further use of SS7 interoffice signaling.

According to the licensee’s (LLC “YEVRO-KVOLITI”) application, NCCIR has revoked a license for the provision of engineering maintenance and telecom networks operation in the territory of Velykyi Dalnyk village (Biliaivskyi Raion, Odesa Oblast).

Due to the violation of the requirements of Part 1 of Article 49 of the Law of Ukraine “On Telecommunications” and in connection with the violation of application period, determined by the License provisions of operation in the telecommunications sector for the provision of engineering maintenance and telecom networks operation, networks’ operation of on-air broadcasting and on-air radiobroadcasting, wired broadcasting and telecom networks, NCCIR has adopted the decision to refuse LLC Research and Development Centre “KVAZAR” in extension of the validity of the license for the provision of engineering maintenance and telecom networks operation in the territory of Kyiv city; LLC “BETONIARNIA “BUDMAISTER” – in extension of the validity of the license for the provision of engineering maintenance and telecom networks operation in the territory of Pavlohrad city (Dnipropetrovsk Oblast).

NCCIR has adopted the decision to issue six licenses for an additional RF bandwidth for a term of 5 years to:

  • Private Enterprise “Tsyfrovi komunikatsii” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kherson, Mykolaiv and Kirovohrad Oblast;
  • LLC “RADIO-LINK” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kharkiv Oblast;
  • a sole proprietor Maksymov S.V. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Mykolaiv Oblast;
  • LLC “EMPLOT” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kyiv city;
  • a sole proprietor Shelukhin S.D. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Zaporizhzhia Oblast;
  • LLC “MOBIT” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Vinnytsia Obalst.

The Commission has extended the validity of two licenses for the use of radio frequency resource of Ukraine to:

  • a sole proprietor Suslov O.S. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) from April 10, 2018 till April 09, 2023 within Odesa Oblast;
  • Research and Production LLC “SOLVER” – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from April 17, 2018 till April 16, 2023 within Poltava Oblast.

NCCIR has re-issued two licenses for the use of radio frequency resource of Ukraine to:

  • PJSC “VF UKRAINA” due to decrease of RF bandwidth – for radio link communication with the period of validity till May 26, 2018 in the territory of Poltava, Ivano-Frankivsk, Mykolaiv, Kirovohrad, Luhansk, Khmelnytskyi, Ternopil, Zakarpattia and Chernivtsi Oblast;
  • PJSC “Kyivstar” due to decrease in number of regions – for radio link communication with the period of validity till July 16, 2018 within Volyn, Ternopil, Kharkiv and Chernivtsi Oblast.

According to the licensee’s application (a sole proprietor Pavliuk N.I.), NCCIR has adopted the decision to revoke the license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kharkiv Oblast.

NCCIR has extended the validity of the license to LLC Production and Commercial Firm “Radio servis” Limited, for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Lviv Oblast.

Due to the cancellation of a license for the use of radio frequency resource of Ukraine, the Commission has revoked 195 permits of PJSC “DATAHRUP” for REFs* operation.

On the basis of documented circumstances that do not allow to start the use of radio frequency resource timely and according to the application of Private Enterprise “Tsyfrovi komunikatsii”, the starting date of use and full development of radio frequency resource without changing the period of validity of two licenses were rescheduled.

According to the Commission’s decision, 54 new types of facilities were added to “The Register of REFs and RC**”.

The information about 13 types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the applications of Private Production and Commercial Firm “IST”, LLC “Fly Technology”, LLC “INTRASYSTEMS” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REFs types, the Commission identified as possible the use of 3 declared types of radio electronic facilities in the territory of Ukraine.

NCCIR has adopted the decision (according to the relevant applications) to allocate the following number resource:

  • PJSC “Ukrainska zaliznytsia” – the final destination signaling code of SS7 network in Lubny city (Poltava Oblast); the final destination signaling code of SS7 network in Chernihiv city and the final destination signaling code of SS7 network in Hrebinka city (Poltava Oblast);
  • PJSC “Ukrtelekom” – short number for the organization of directory assistance service in the territory of Mukacheve city (Zakarpattia Oblast) (owner of the service – Mukacheve Municipal Utility Company “TSENTR INFORMATSIINYKH SYSTEM”).

Due to inactivity of the operator in solving the issues of its own network construction and its connection to the Public Switched Telephonic Network (PSTN), and in connection with the violation of the use period of the number resource, which was determined in permit, LLC “KOMPATEL UKRAINE” was refused in re-issuing the permit for the use of number resource with the capacity of 1.000 phone numbers in Kyiv city and in re-issuing the permit for the use of the final destination signaling code of SS7 network in Kyiv city.

By the same decision, NCCIR has withdrawn the following number resource for:

  • LLC “KOMPATEL UKRAINE” – a number resource with the capacity of 1.000 phone numbers and the final destination signaling code of SS7 network in Kyiv city;
  • PJSC “Si-Es-Ti Invest” – a number resource with the capacity of 17.400 phone numbers in Kharkiv city, a number resource in Dnipropetrovsk Oblast with the capacity of: 23.100 phone numbers in Dnipro city, 3.000 phone numbers in Kamianske city, 4.000 phone numbers in Nikopol city; 5.000 phone numbers in Pavlohrad city; a number resource in Dnipropetrovsk Oblast with the capacity of: 24.300 phone numbers in Dnipro city and 14.500 phone numbers in Kryvyi Rih city.

Also, NCCIR has re-issued (according to the relevant applications) seven permits:

  • PJSC “DATAHRUP” due to extension of validity of the license – the permit for the use of national identity code 891 of destination network in the territory of Vinnytsia, Volyn, Dnipropetrovsk, Donetsk, Zhytomyr, Zakarpattia, Zaporizhzhia, Ivano-Frankivsk, Kyiv, Kirovohrad, Luhansk, Lviv, Mykolaiv, Odesa, Poltava, Rivne, Sumy, Ternopil, Kherson, Kharkiv, Khmelnytskyi, Chernivtsi, Chernihiv, Cherkasy Oblast and in Kyiv city, city of Sevastopol and Autonomous Republic of Crimea; the permit for the use of number resource within Khmelnytskyi Oblast with the capacity of: 24.300 phone numbers in Khmelnytskyi city; 4.000 phone numbers in Netishyn city; 4.000 phone numbers in Kamianets-Podilskyi city; 1.000 phone numbers in villages of Khmelnytskyi Raion; 2.000 phone numbers in Starokostiantyniv city and in villages of Starokostiantyniv Raion and the permit for the use of number resource in Khmelnytskyi Oblast: the final destination signaling code of SS7 network in Starokostiantyniv city; the final destination signaling code of SS7 network in Kamianets-Podilskyi city; the final destination signaling code of SS7 network in Netishyn city; the transitional signaling code of SS7 network in Khmelnytskyi city;
  • PJSC “Ukrtelekom” due to the re-issuance of a permit on the withdrawn number resource by the NCCIR decision, which is used by consumers – the permit for the use of number resource with the capacity of 500 phone numbers in Shchastia city Luhansk Oblast;
  • PJSC “TELESYSTEMY UKRAINY” due to the re-issuance of a permit on the withdrawn number resource by the NCCIR decision, which is used by consumers – the permit for the use of number resource with the capacity of 17.400 phone numbers in Kharkiv city; the permit for the use of number resource in Dnipropetrovsk Oblast with the capacity of: 23.100 phone numbers in Dnipro city; 3.000 phone numbers in Kamianske city; 4.000 phone numbers in Nikopol city; 5.000 phone numbers in Pavlohrad city and the permit for the use of number resource in Dnipropetrovsk Oblast with the capacity of: 24.300 phone numbers in Dnipro city; 14.500 phone numbers in Kryvyi Rih city.
