Results of the NCCIR meeting dated 28 November 2017

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 11 positions. The Commission issued eight and extended the validity of four licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on November 28, 2017.

According to the Commission’s decision, seven operators and four providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, 36 economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector (also according to the relevant applications), 8 economic entities were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue eight licenses for an additional RF bandwidth for a term of 5 years to:

  • a sole proprietor Bihun V.P. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Vinnytsia Oblast;
  • LLC “MAKLAUT, LTD” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Cherkasy Oblast;
  • a sole proprietor Lebid V.V. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kherson Oblast;
  • a sole proprietor Avator M.M. – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Poltava and Cherkasy Oblast;
  • LLC “K-NET ISP” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kirovohrad Oblast;
  • LLC “AVATOR ISP” – a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kharkiv Oblast;
  • Broadcasting, Radiocommunications and Television Concern – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Lviv Oblast.

By the same decision, NCCIR has extended the validity of four licenses for the use of radio frequency resource of Ukraine to:

  • a sole proprietor Pavliuk O.O.: a license for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) and a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from April 17, 2018 till April 16, 2023 in the territory of Zhytomyr Oblast;
  • LLC “ALIANSNET” – a license for the use of radio frequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from March 10, 2018 till March 09, 2023 in the territory of Dnipropetrovsk Oblast;
  • PJSC “VF Ukraina” – a license for the use of radio frequency resource for radio link communication (radio link communication of fixed radio service) from March 20, 2018 till March 19, 2033 in the territory of Vinnytsia Oblast.

In connection with the failure to provide documents confirming the payment for issuing a license for the use of radiofrequency resource of Ukraine, NCCIR has adopted the decision to cancel paragraph 4.7 of NCCIR decision dated October 03, 2017 No. 504 concerning the extension of the license validity for the use of radio frequency resource of Ukraine to LLC “Prykarpatske vyrobnyche pidpryiemstvo zviazku”.

According to the Commission’s decision, 31 new types of facilities were added to “The Register of REFs* and RC**”.

NCCIR has adopted the decision (according to the application of PJSC “Ukrainska zaliznytsia”) to draw up again the permit for the use of 1 000 phone numbers in Chernihiv city.

By the same decision, the Commission has withdrawn the number resource in the following list of economic entities:

  • LLC “Kerch Sea Port “KAMYSH-BURUN” – a number resource with the capacity of 2 000 phone numbers in Kerch city (Autonomous Republic of Crimea);
  • LLC “Research and Production Company “FEOTEL”: a number resource with the capacity of 900 phone numbers and the final destination signaling code of SS7 network in Feodosiia city (AR of Crimea);
  • PJSC “BALAKLAVSKE RUDOUPRAVLINNIA im. O.M.HORKOHO” – a number resource with the capacity of 200 phone numbers in Sevastopol city;
  • LLC “Ostriv” – a number resource with the capacity of 500 phone numbers in Simferopol city;
  • Private Enterprise “Zviazkivets” – a number resource with the capacity of 512 phone numbers in Partyzanske village (Dniprovskyi Raion, Dnipropetrovsk Oblast);
  • research and production firm “UNITEL” in the form of LLC – a number resource with the capacity of 1 000 phone numbers in Odesa city;
  • LLC “TekhNova” – a number resource with the capacity of 300 phone numbers in Chernihiv city;
  • LLC “EM AI AI TI” – a number resource with the capacity of 1 000 phone numbers in Sevastopol city;
  • State Enterprise “Research and Production Association “Pavlohrad Chemical Plant” – a number resource of the final destination signaling code of SS7 network in Pavlohrad city (Dnipropetrovsk Oblast);
  • LLC “Halintel” – a number resource in Lviv Oblast with the capacity: 840 phone numbers in Mykolaiv city; 240 phone numbers in Mykolaiv city and Mykolaiv Raion; 1 000 phone numbers in Novyi Rozdil city; a number resource with the capacity of 200 and 500 phone numbers in Novyi Rozdil city (Lviv Oblast); a number resource with the capacity of 200 phone numbers in Mykolaiv city (Lviv Oblast); a number resource of the final destination signaling code of SS7 network in Novyi Rozdil and Mykolaiv cities (Lviv Oblast);
  • LLC “KOSMONOVA” – a number resource with the capacity of 2 000 phone numbers (each of 1 000 phone numbers) and the final destination signaling code of SS7 network in Kyiv city;
  • LLC “BINOTEL” – a number resource with the capacity of 1 000 phone numbers and a number resource of the final destination signaling code of SS7 network in Kyiv city;
  • LLC “DTEK SKHIDENERHO” – a number resource with the capacity of 500 phone numbers in Shchastia city (Luhansk Oblast).
